I am changing plugs and using the Klein #21 tool that is from the tool kit. After loosening the plug, it falls out of the socket. Is there a way to reuvvinate the rubber holder. Or maybe its pushed in too far

You would be better off to get a magnetic spark plug socket.
Factory supplied tools are best reserved for show and for only the most dire of emergency use. Purchase decent tools for real life maintenance and repairs.
Ed, which socket and extension do you recomend?
Ed likely has a better recommendation, but I use this one. Articulated, securely holds the spark plug, and readily available for a reasonable price at your local auto parts store.

I've used the Gear Wrench P/N 80547 with no difficulties.
There is a gentleman named Paul Bernardo who I believe is located in Nevada who makes a reproduction spark plug tool that looks and operates essentially like an original Klein.
I have purchased 2 of them in the past and they are great for the tool box or a slip into a tool kit that is missing and original.
He also makes very nice reproduction red screw driver sets for both 65-68 and 69-72 cars.
