Boy, lots of variables here. You'll need to supply more specifics to attempt to quantify an answer. Of course the general answer is "negatively". How much depends on ...
actually this is a great question... bit of a puzzler.... currently there is a very strong asking on a 1974 Euro carrera w/ a non-matching Case. In this case the seller, IMO, is offering no discount.

Assume everything is absolutely correct except the number stamped on the case - 10%.
If 'car I was looking to purchase' is actually a rare, collectible variation, then 15-20%.
Depends on how bad one wants the car...

Personally I think matching numbers values are way over blown. Big deal, unless you have a serious collector car, like a very original S or RS. It really should not matter, if your Driver T has a matching number only.
That said, beh911 is about right:

another opinion to ponder would be if the car you are interested is a 911T and the engine is a non matching S. That would most likely positively impact the value, no?
Case in point - my friend found a '67 912 coupe in Texas. Pretty rough car that had been parked for years. He was all over it for $7k. I did not understand why - IMO it was a 2500 dollar car - until after he picked it up and showed me the 2.7RS in the engine bay. Engine 663 somethingrather. THEN I figured it out Not the matching numbers engine but oh boy was he happy with that purchase!
