Have you confirmed you don't have the hole in the fan shroud and that is why you are asking for this tool?
Meaning, often times, the fan shroud has been replaced with a later shroud which has the hole in the shroud for a long screwdriver, negating the need for that tool.

Check the back of the MFI pump. The lower adjustment screw is very close to the fan shroud (the red piece, not the black piece in your pic). At the place where the fan shroud and pump come together, you may have a hole in the shroud. This is for the adjustment with a very long screwdriver.
If you have the original 69 fan shroud, you won't have this hole I described above. If you don't have this hole, then you need this tool or a creative way to get to that adjustment point. It can be pressed in and turned by hand but it is difficult.
Let me know if this does not make sense. Just trying to save you from trying to find a tool that you may not need.
The hole he is referring to is captured in your shot upper left hand corner inside the elbow of the brass linkage arm...
My tool book shows that P230b is just an extended T handle with a 8mm socket end which I believe could be very easily made up to do your adjustments. Let me know if you need a photo.

Does the circled hole in this pic line up with the idle circuit adjustment screw on your pump? Meaning, can you take a long screwdriver, run it through the fan, through that hole, and into the back of the pump?
If so, you don't need a tool. Please confirm
Except that the idle mixture does not adjust with a screwdriver, it adjusts with a hex driver. The hex head is spring loaded, which is why the hole is there-- you insert the tool through the (stopped) fan blades and push on the hex head, which overcomes the spring and engages the adjustment screw with the screwdriver slot inside.
Just buy the set from Pelican it's a lot easier-- this includes the hex driver for setting the idle, a long screwdriver for the main rack (you will need to file the edges) and a long hex bit for removing the screw that covers the main rack adjustment.
