The cost for Porsche to certify the new model to meet DOT specs did not make sense. There were simply not enough cars. The cost to meet conformity is in the millions today. Back then to demonstrate compliance for a few hundred cars could never make sense. Door beams, seat belt warning lights, instrument, and other little details. I brought in over 500 cars in the early 80's and had to bring them into compliance. Cars brought in privately that were over 5 years old could get a EPA waiver for private use on a one time basis. They still had to be brought into DOT compliance.
All that equipment was on the 73S. I can see where each engine would have to be certified, but the chassis, structure and components varied very little between models.
The 80's was a whole different case, crash testing etc.

The RS was a was not certified. The DOT saw the car as a different model. Believe me, I brought 100's of cars into conformity and dealt directly with the DOT on a weekly basis. For Porsche to "prove" conformity on the new model would be to costly. If you are building a short run of cars that can be sold quickly off the assembly line, why bother with jumping through hoops to deal with the states.

Quick glance at the photos shows a few warning signs. 74 oil tank and replacement cases. Not sure about that vin stamp either. Do you know the car Steve?

Hope all is well with you?
No don't know car personally (as far as I recall).
According to some old (specific to UK RS) reference papers I have, that chassis number was an M471 -- there were only two of M471 variant in UK RHD allocation after it. That could be worked out from RS book but these old papers are from the mid 70s entrusted to me by someone who knows the UK RS cars.
In addition to other observations:
Car is missing the the specific to UK "AU" standards plate on front panel near type plate although holes still there.
What are the seats?
Don't believe any UK market RS got the inflatable spare as there were regulatory difficulties here. 77 stamped steel wheel is a hint of it being replacement (I've posted previously on that UK RHD spare and tank nuance). Also the steel tank if original tends to confirm it would have once had and presumably subsequently lost prior to 77 the originally supplied full size Fuchs and 185 70 15 that fits there.
One chassis listing reference has some info including naming various owners. Don Nelson Leicestershire being one ( first?) owner and it was rallied extensively with links to co driver Tony Kershaw ...so probably a hard rally life led to some of present "problems" as noted. PO list includes the famous classic car collector Sir Anthony Bamford of JCB and it mentions car was at one time resprayed black. No reference to RUF involvement from what I've got to hand but you might recall RUF once had a local to UK affiliate / agent some years back -- somewhere near LHR iirc. It's probably just a coincidence on RUF. Registration *UF**M in theory denotes Brighton district for registration year 1974? Apparently it has had number of registration plate changes over the years. Not particularly unusual thing in UK for prestige cars. Has also been RBC2M; also XEH997M suggesting Leicestershire (as noted earlier) and the relativly nearby Stoke on Trent licencing district.
Given Leicester and that Driver plus Co driver combo ....Wonder if it might be this one?

Anyone interested in car for sale ought to do their own due diligence as this info is for most part second hand.
I'll maybe turn up some more UK info about car from my RS network of contacts if I can find time to look into it.

*below is a report in a British magazine in 1974 commenting and picturing the introduction of the spacesaver and associated Webster inflators for impact bumper cars here in the UK. I do have the date on the original magazine but jut not to hand.
